The Consigliere is Investigator on Mafia side. He can check one target every night and see what they can do.
Strategy
Find most dangerous townies/neutrals. After u kill all sheriffs - you can say that you're Investigator (only Sheriff can check that you are member of Mafia).
With preferred options you will replace Godfather if he will be killed/lynched/suicide
