This is a setup for fun public games, where a lot of randoms and neutrals are appreciated. The core town roles remain, ending up with a game which is usually balanced enough for public settings. If there is a leaver or two, the neutral roles can be sacrificed while maintaining balance. Options can be changed to the host's liking.
