Reasons why this is a good pick:

The Specific classes for town play key roles into the balancing of the neutral classes: Veteran (Investigated same as MM), Vigilante, Jailor, Witch (Neutral Evil), and/or Cult (Neutral Evil).
  
Day Start and Length:
+
Due to the lack of the Mafia killing role, the Witch becomes very difficult to play. The Vigilante with unlimited bullets and the jailor with 2 executions balance this.  The Vigilante can only kill Town, Witches, Jesters, and Survivors that don't vest.   Because the Mass Murderers are Immune at night, this makes the Vigilante more of a threat to Town than an asset. Witches are able to use the Vigilante/Jailor to kill town.
:Starting in the day puts players at ease, and even enables options that aren't normally possible. This helps put people at ease for the coming night, as well as to listen in on chat and base their targets (healing or otherwise) based on waht was said. It is also essential for the Jailor.

:The additional time also helps stop panic setting in when things are hard to follow. 40 extra seconds makes a world of differance when the accusions are flying between an unconfirmed detector an a suspect mafia.

Jailor and Vigiliantie:

The Town Category roles allow up to 4 Doctors and/or Sheriffs.  In my experience almost every game has at least 1 doctor and 1 sheriff.
:By having the jailor and vigiliantie, town will be less willing to lynch. After all, if someone does have to die randomly, might as well let the jailor/vig do it.

This is a setup for fun public games, where a lot of randoms and neutrals are appreciated. Only three town roles are set in stone, giving the town a reasonable amount of investigation and a Bodyguard (more fun than Doctor IMO, though up to 3 of any other role including Doctors and Masons are possible with the randoms). The reason for making half the randoms Advanced and Basic is to create a simple structure of both variety and balance.

If there is a leaver or two, the neutral roles can be sacrificed while maintaining balance. First remove Amnesiac, then Random Neutral. Removing discussion time and night sequences for a faster-paced game, which most public players enjoy, is recommended. The other suggested role options in parenthesis are very helpful towards making this setup work, but a lot is open to what the host wants.

The Specific classes for town play key roles into the balancing of the neutral classes: Veteran (Investigated same as MM), Vigilante, Jailor, Witch (Neutral Evil), and/or Cult (Neutral Evil).

Due to the lack of the Mafia killing role, the Witch becomes very difficult to play. The Vigilante with unlimited bullets and the jailor with 2 executions balance this. The Vigilante can only kill Town, Witches, Jesters, and Survivors that don't vest. Because the Mass Murderers are Immune at night, this makes the Vigilante more of a threat to Town than an asset. Witches are able to use the Vigilante/Jailor to kill town.

The Town Category roles allow up to 4 Doctors and/or Sheriffs. In my experience almost every game has at least 1 doctor and 1 sheriff.
